No you can wait till the final few picks and probably get one of them for the minimum. By the end of this everyone will have a draft spot, weather they spend the $115 for the 1st pick or $10(I believe that is what Milk set as the minimum) for one of the middle spots. The more you spend for the draft spot the less you have for FA during the year.
