Drafting a CB and move Fuller to FS?

Is this a real possibility? what if the VT tech CB falls to 19? Wasn't this guy considered the best CB in the Draft? He is dropping b/c of a procedure.

If Collins, Parsons, Derrishaw, Cosi and Bateman are all of the board, I'll take Horn before Farley.
