Maybe. He doesn't seem like the sort that would want to be dominated by Jerry. The dividing line is pretty clear: Jerry doesn't like the headstrong, assertive coaches like JJ or Switzer, and prefers the meek, dutiful guys like Phillips or Garrett. (I don't know where Parcells falls- he was a little long in the tooth when he was hired on, and I suspect he really just liked the paycheck.)

I didn't know if the GM thing was true. Perhaps Meyer has talent to lend to an NFL franchise by being a front office guy, or at least could spread some feeling of legitimacy on a trainwreck like the Browns, Bengals or Redskins.
