NFL Rules Digest: Timing

When, in the judgment of the Referee, the level of crowd noise prevents the offense from hearing its signals, he can institute a series of procedures which can result in a loss of team time outs or a five-yard penalty against the defensive team.

I 100% believe this is a STUPID rule...

Why hasn't Seattle been penalized for this for the last 17 home games?

Answer: We're watching professional wrestling. All rules are subjective. It's getting to the point where it's almost as bad as Boxing.
