You'll have to edit it frame by frame, and you just add a layer to the top. The overlay will need to have transparency.

I personally use GIMP2, but that may be a bit confusing the way it's animated stuff works. Confusing enough I hate doing it and usually don't. I'm not sure about anything else, GIMP2 is free and I'm cheap.

But yeah, more than doable. In the case of your above image, you would set white to be transparent color.

Hmmm...neither seem that difficult. Editing frame by frame isn't a big deal because there are probably few than a dozen frames.

I have to talk to the marketing monkeys today. After that, I'll start giving it thee ol' college try.
