Are NCAA Tournament Pools Illegal?

If you take in money and give out money to the winners? I am thinking about making a website and having a huge pool with $10 entries.

My understanding is according to Nebraska state law, gambling is considered illegal if it is a game of "chance". Not illegal if it is a game of "skill".

Or something like that.

Under Nebraska law, only non-profit agencies are allowed to conduct games of chance.
