In other words the team is coming off of two years of salary cap penalties. They had to put a lot of band aids on the roster the last couple of years. Add more free agent players, replace players who didn't work out like Joshua Morgan, injured players returning or leaving and some players that have been here a few years but never took the next step up and it is not hard to believe. Also making a statement like that lets fringe players know they better step up. Turnover is the norm in the NFL, you try to keep your core players and fill in with good pieces around them.
I'm guessing it's part of that "looking towards 2015 and 2016" mindset I keep seeing whenever I look at the Redskin FO vision for the future. Sign a few players on the cheap and you can maybe keep a couple of the current "stars" when they become free agents then.
