I know of no rule change on how many innings the starter has to go to get the win.

When that rule (5 innings for a win) was first implemented, it was pretty easy to obtain. Now, with openers and starting pitchers going deep into games with less frequency, it would seem a good idea to revisit that rule in general. And with making DH games 7 innings, it gives managers even less incentive to have their starters go deep into the games.
