Limits are stupid. If the person is a hall of famer, they're a hall of famer. And I never understood why the vote somebody in like 30 years after they played. Were they not of HOF caliber 25 years ago? Or 15 or 10 for that matter?
The answer is no, they were not HoF caliber then, and likely still aren't. The Hall of Fame Seniors Committee is required to have two senior (pre-1987) nominees as finalists. It makes no sense to me, can someone help me figure this out?
I'll throw my 2 cents in, because the stupid press voters that vote the hall of fame put in people like Paul Hornung, Career stats

The only thing impressive about it is the number of TD's and there he is in the Hall of Fame because Media Bias that fell in love with a dynasty put him in but there is Roger Craig, Career stats
