Not really familiar with AF's helmets. Only know the one with the lightning bolt.

It just looks like a symbol the air force used to use on their recruiting material back in the 80's

The insignia on the Navy helmet is the U.S. military national insignia and was designed in the 40's during WW2. It would have been seen on Navy and Army aircraft as the Air Force didn't become a separate branch until '47. The aircraft on the other side is an F-18.

The thunderbolt comes from the Air Force shield and represents striking power from the sky.
