I think Tona is a good possibility to be gone in the Rule 5. Does he stick with his new club through spring training is a different story, though.

Franco did look good in a very small sample size but his numbers in AAA didn't show any reason for a promotion. He is the anti-Rogers.
I do need to acknowledge that no Giants were taken in the major league portion of the Rule 5 draft so my assumption that a couple of guys who were possibilities were safe. However, in the light of the fact that rosters expand to 26 players in 2020, it is very surprising that only 11 players were drafted.

1) A few teams had a full 40-man, so they were not allowed to pick in the major league portion of the draft. (Padres, Rockies, Angels, Mets, Cardinals, Indians and Yankees were ineligible to draft a player)

2) The number of pitchers on the 26-man is limited to 13, so ... (of the 11 players picked, only 3 weren't pitchers) Pitchers are easier to carry as potential 'partial' dead weight if you really think they will be useful in future years.

I haven't researched the numbers, but the amount of players taken seems low for the past ten years. I assumed that with roster expansion, more guys would be taken a chance on, not less.

It's still nothing compared to MLB salary: it went from $50,000 to $100,000. But I guess it's one thing paying a player and another completely different thing giving the money to another team.

in 1960, the price to grab a player from another team was $12K ("First-Year Player Draft" )
In 1962 it went down to $8K ("First-Year Player Draft" )

In 1985, selection price increased from $25K -> $50K (modern rule 5 draft)
In 2019, selection price increased from $50K -> $100K

Per Baggs in The Athletic:

The Giants lost three prospects in the minor-league portion of the Rule 5 draft: right-hander Adam Oller, shortstop Manuel Geraldo and right-hander Miguel Figueroa. Oller, 25, was signed to a minor-league free-agent contract by the Giants in May after he was released by the Pirates. He had a 4.02 ERA in 17 starts for Low-A Augusta. Oller was selected by the Mets. Geraldo, 23, is a switch-hitting shortstop who spent all of 2019 with San Jose, where he hit .255/.298/.371 in 121 games. He joins the Nationals’ organization. Figueroa, 22, joins the Reds after posting a 3.00 ERA in 15 relief appearances for the AZL Giants Orange and short-season Salem-Keizer. In 36 innings, he struck out 45 and walked 15.

Like Ramirez, Jimenez also signed late, agreeing to his first pro contract just before he turned 22. He also missed most of 2017 due to injury, and those sorts of factors combined to limit him to just 33 innings above A-ball even though he is about to turn 26. He sits 93-95, touches 97, the heater spins at about 2450 rpm, and Jimenez’s vertical arm slot makes it hard for hitters to discern the fastball and his power breaking ball from one another. I think he’s pretty likely to stick in a relief role.
