In either of our lifetimes?Rutgers may not be very good athletically now... but they have potential to become a very good sports school.
I know a lot of folks like to poke fun of Rutgers being in the B1G, but when talking about Rutgers vs Wyoming, it's two different universes.
State population:
New Jersey - approx. 8.9+ million (ranked 11th out of 50 states)
Wyoming - approx. 585,000 (ranked last/50th out of all the states)

Student enrollment:
Rutgers - approx. 66,000 students across all campuses
Wyoming - approx. 12,500 students
New Jersey is also a very good football recruiting area.
Academically, Rutgers is pretty good... they are AAU, and rank 9th in the B1G academically:

But Wyoming has more of a local and national fan base than Rutgers.
Sure.... but they don't have electricity, and thus don't count as legitimate fans in the eyes of the TV advertisers. Wyoming Cowboys fans are too busy ropin' calves, bustin' broncos, and shootin' trespassers to care much about sports. Plus.... I don't think Remington, Winchester, Federal, Hornady, and Speer are sponsors of college football.
