Carr has made 3 PB’s. Had a 70% comp pct last year and finally has weapons around him that might fit for a good team. Tyrell, Ruggs, slot guy Renfrow and Jacobs. Tbh I’m surprised a lot of QB’s went before Lock and Carr

sure, but better weapons make it easier to evolve into a good QB

It's both. For a young QB, it definitely has to do with coaching but having young and reliable weapons can help a QB's confidence and a far greater chance to succeed. You still need the talent and coaching..but it only helps. Once a QB is confident and has experience he can definitely make his weapons better bc you know your teammates' tendencies.
