Didn't look like targeting to me. Looked like a clean hit to the shoulder. Looked like a good sell job in my opinion.

It looked like roughing the passer. But, it definitely shouldn't have been targeting and the flag should've been picked up.

I could see the argument for a roughing the passer call (not that it would've added a lot to the end of the run) but didn't see the targeting.

That was an awful decision from Doughty to throw that ball. But then again, the WR looked like he possibly slipped during his route, causing the INT.
