You could argue that. But after I thought about it a little, Thomas is a candidate to sit since New Orleans could have their division locked up. They may still be fighting for seeding, though, but you never know what can happen. But they are definitely on the same tier.

I do think Duke is an upgrade over Ito, though. That was more the point I was trying to make. It's not your normal 2 for 2 where each owner gets a clear upgrade.
