Is this a new rule? Wisconsin played at Hawaii in 2009 and only played 12 games.

Optional 13th game. Not too many teams take advantage of it though and play a 13th game. Schools that are on probation and have bowl bans will usually try and take advantage of it. I remember when Bama was on probation the fans were all jacked up they were finishing out the season in Hawaii, clearly this was before Saban was there.
