It's not for them, ECU just happens to be the opponent. It's Military Appreciation day. VT has a sizable Corps of Cadets population and has a long history as a military institution. So a few years back they started it to honor all the Vet alumnae that have served and to honor the military in general. The team usually wears some flag inspired uniform or camo based uniform.

East Carolina has the huge aid that Virginia Tech is coming off of a huge upset win. If the game was at ECU, would say take the points and bet the farm on the Pirates. Some of the best bets in college football are home dogs who are playing teams coming off of huge wins.
