Has anyone seen this yet? you can look up Umpire rankings by year. but even better you can see the worst calls of the season. There was at least one call that was a foot off the plate and a lot that were close. You can watch the video's of the calls too. Umpire Auditor - Businessweek

Watching a few of the gifs they have posted, I question how accurate this place is.

This is apparently 9.85 inches from being a strike:

Looks much closer to the plate than 10 inches.
