Watching Denver and Cincinnati. Denver throws an incomplete pass and is flagged for illegal receiver downfield. Referee explains the penalty and announces that the penalty is declined. Sets the ball down with the play clock at about 5 seconds and Denver must call a timeout. That means the play clock was running why the explanation was taking place and Denver had no clue what the down and distance was until just before the ref set the ball. It seems that if there were two penalties that the ref had to explain the play clock would have run out while he was taking. Anyone know the rule on the play clock in this situation. The announces were oblivious to it.
