NCAA is seems to have learned from this past year. They are working on a new penalty enforcement model that could really cripple cheating programs.

The biggest hit seems to come in the form of scholarship losses. USC-w would have lost 37.5-50% of total scholarships per year for both football and basketball under the new penalties. That's just enough to field a 2-deep in football and a starting line-up with a couple of bench players in basketball.
I'm still skeptical that this will actually happen, but if it does it will be a major step forward in penalty enforcement.
