Scores are based on their current majors team, their minor league system, financial flexibility/availablity, managemant, and mobility.

I haven't seen the rankings, but I don't think the Cubs having a good ranking is very questionable at all. They're widely considered to have one of the best farm systems in all of baseball. Pitching's pretty meh, but they've done a great job improving the Cubs minor leagues as much as they have in such a short amount of time.

You need an Insider subscription to see the methodology but I don't how accurately anything beyond major league talent for 2014 can be predicted. MLB rosters in particular can change pretty drastically from year to year. Just look at the Dodgers, Sox, and Yankees.
