my understanding is the UCF is blocking the transfer meaning he cant be on scholly.

apparently, colleges cant block walk ons so he will be paying his own way

UCF is blocking it, but it's not that big of a deal. It's standard practice when a coach leaves for a new school to block transfers to said school and other teams around the conference. Almost every school that loses a coach does it. Going to guess FSU did it to players that might have wanted to follow Jimbo and Oregon with Taggert. It's not that surprising.
