Can somebody explain how this works?
Each draft slot "worth" a certain amount towards a teams total pool. If a team signs the player they picked, than the amount that pick is worth is added to the pool. If the team fails to sign the player, the amount is NOT added to the pool. If a team exceeds their total pool when all is said and done, they are hit with penalties (fines, lost picks in future drafts, more stringent penalties in the future, etc).

For example (these numbers are bullshit, just to illustrate the idea)...

Pick 1 is worth 6M
Pick 2 is worth 5.5M
Pick 3 is worth 5.25M
...
Pick 1, R2 is worth 1 M
...

If the team with the first pick signs the first player for 5.5 M, they can then sign their second player for up to 1.5 M. Conversely, if they first sign the second player for 1.5 M, but fail to sign the first pick at all, they are then .5 M over their pool and have to either find that money in later picks or face the penalties.
