Tony Parker is kind of a shoot first PG.
He passes some, but he is more of a scoring PG.

However, there is a disclaimer in that regard.
He takes all of his shots as layups.
He never takes jumpshots unless the game dictates it as the absolute best shot remaining.

He almost always passes instead of taking jumpers.
But, he will drive for a layup far more often than pass....so its a strange hybrid.

I don't think there has ever been a PG with a better arsenal of layup varieties.
He somehow turned a play with one variety (a layup) into about 12 or 13 different ways of doing it.

He is a scoring PG, but I don't view him as a shoot first PG. To me a shoot first PG looks for their shot first...if it isn't there, they pass. Parker seems to look for teammates first and if there is nothing there he takes it himself. Besides, in that system Pops is running out there, everyone passes.

When I think shoot first PG I think Allen Iverson. Of the current NBA players Russell Westbrook and DRose come to mind as shoot first PGs. You have a point with Parker.. but I would go as far as to label him a shoot first guy..others might.
