Somebody explain this rule to me and also why it exists. The Miami runner ran for and made a first down and was tackled. The Miami lineman hits one of the WV defenders after the play is over and is assessed a "dead ball foul" of 15 yards. Ok so far. But why is it (and this obviously is the rule but should not be) not 1st and 25 rather than 1st and 10. The play was over, there was first down and there was a dead ball foul.

They are fun to watch. Kind of a split personality. Just when you think they can't be worse, they roll off a TD. Just when you think they have got it together, some kind of stupid play will follow (usually an int)
