The thing the NFL can't seem to get (or does and doesn't care) is that hits like the Shazier hit are just unfortunate realities sometimes. I'm all for trying to clean up unnecessary head shots or blatant spearing, but not only can you not regulate it away but at some point when we we just say they knew the risks?
