Because the NCAA and the B10 are non profit organization and not government entities. They have presidents and boards and aren’t in any way controlled by government. the term FOIA is only applicable to federal government records. State and local governments have their public access statutes that are very similar to the the federal FOIA statute but go by other terms (state access request or public access request).The FOIA requests were sent to the 13 schools.

Um I work in a children’s hospital! I get my temperature checked every morning. I go through 6 hand sanitation’s before I get to my work area. At lunch I have to sanitize my hands before ordering my food. Then on the way to the lunch room I go through 6 yes 6 more sanitizing stations. My hands are dry as FvkThe safest place these kids can be is quarantined as a group. They’re also the lowest at risk demographic given that they’re in peak psychical condition. Not to mention they’ll be tested more than any other person out there.

Students have no right to the information presidents used in their opinions to shut down football. The vote was 11-14, it wasn't even close. They're free to transfer to other schools.

Because it was lost when they filed it, and especially lost when announced yesterday (as required) the exact vote that illustrates presidents overwhelmingly voted to cancel the season. Students have no legal right to the information used to vote cancel the season
They had until yesterday to answer very specifically the vote. So they did. They were under no obligation to respond to any other aspect of the lawsuit. The B10 voted 11-3 to cancel the season. The end.
They haven't. But it's over. You know it's over. They lost as soon as the B10 revealed the official vote. They were hoping the conference didn't do something officially, wouldn't give the numbers and the presidents gave them exactly what they hoped didn't exist. SO it's over. The Big 10 is the defendant. The response they provided to the court (the plaintiff) was unacceptable. Releasing a simple "It was 11-3" statement to the media is not an acceptable response in court.
