The ball sat there on the field for 5 seconds before the ref picked it up/ When has the ref blowing the whistle stopped players in a situation like that? They play for the replay, not the whistle these days.

Yes it was... The whistle was blown infactically so that messed with the players it seemed like. No question both sides fell asleep there

They were there, only allowed 16, and one TD came on the back of two HUGE penalties. The Bears O shit the bed, though. Phillies defense is bottom 10 and they are middle of the road in sacks. Bears should've gotten at least to 20.
