She got a restraining order (those aren't granted just for no reason). It doesn't matter if the reporter hates Ubran. Urban lied at a press conference, so he investigated it (having bits of information that didn't add up). Sure enough, he caught urban in a lie and here we are. This is no one's fault but Urban's.

Again....It was not reported to the Title IX department by Urbs OR his wife. Proof is not required. The requirement is knowledge of potential abuse. Do you need a picture?

While I believe that Meyer would have to know prior to July, so did the other coaches through the alleged text messages to their wives. Therefore, all of them would be subject to the mandatory reporting called for under Title IX and OSU's wording, which puts all their jobs on the line, including Meyer's wife since she is a part of the university.

With today's climate, I don't see Meyer retaining his position with a buyout/resignation seeming likely based on the reporting as it stands today.

But since she works for the University she has the obligation to report it even if it's just an accusation. I'd say that the red marks around her neck and the blood she shows in photos is pretty compelling evidence of domestic violence.
