Dude, that was a freak accident. The kid was filming practice. Yes it was a bad idea having him up there in 50 mph+ winds but that is different that Kelly directly doing something to him.

Yes. As already mentioned a bazillion times. Title IX states, "A college or university that receives federal funding may be held legally responsible when it knows about and ignores sexual harassment or assault in its programs or activities."

Very literally the definition of what's happened here. Both Urban AND his wife are OSU employees.
