Here's a nice article from 538 (Nate Silver's blog, although he didn't write it) about how just swell Billy Beane is. But it has a very interesting chart in the middle showing which teams have outperformed their expected win totals based on their payroll (since 2000). Oakland is obviously on top, but the Giants are #9 out of 30.
The Cardinals, not surprisingly, are #2 to the As.

The top 4 teams are a class apart: As, Cards, Braves, and Angels.

The worst teams (wins per $ spent) are not surprisingly the Cubs and Mets.

Money does not necessarily equate to winning or championships because a fool with money is still a fool.

The Spanks won a LOT in the 90s and 00s, and they had a HUGE payroll. But their core was primarily home-grown (Jeter, Cano, Williams, Pettite, Posada (ok, prospect-trade), Rivera). They were able to cover-up mistakes and fill holes, but they still had a HELL of a farm-system.
