I am going with Portland. Passed over Jordan and Durant.

Minnesota because they are Minnesota, even if they they had a chance at Shaq or Mourning they still would have taken Laettner!
Yeah, Portland's decision there makes perfect sense in context.Portland passed over MJ because they already had some guy named Clyde Drexler and needed a center.

As far as missed chances it is clearly Portland because they missed on 2 of the top 15 players of all time.
But I don't think it's fair to blame them for that. They got screwed by injuries with both picks.
I would put the Knicks at the top of consistently screwing up draft picks board. Their last really good draft pick was Patrick Ewing in 1983.

Kwame Brown is one of the biggest busts of all time at #1 and they have a never ending list of irrelevant players they have wasted top 10 picks on. Also, one must consider their history of trading away of picks and young budding stars for marginal vets as part of this equation.

Still could have done better than Bowie and his one good year in college. The Oden pick was pretty bad, though.
