I think a lot depends on whether Philly tries to tag and trade Foles. They could franchise him and then try to steer him to certain clubs--and away from the NFC East, where the Giants and Redskins could be in the market.

If they do that I think he winds up in a place like Denver, Vegas or Jacksonville, in the AFC.

If they don't...Giants or Redskins IMO.
