Plus the penalties keep tormenting the Bills. Offisdes on k/o return that was fumbled to start game and would have given Bills ball on Tenn 1o yard line? Too many 3rd down flags to to keep the flags moving. Bills had a great D last year, but seem more undisciplined with Rex. Maybe Kiko is being missed too?
