It means that it doesn't negatively impact teams who had planned to have a higher payroll. Since the cap remains the same, it doesn't penalize those teams like the Warriors or Nets who were anticipating high payrolls. They also amended a portion of the Luxury tax which is also beneficial to teams planning on being in the tax.

However all the teams that took hits financially this past year may still be looking to shed some salary from the books to keep costs down. Especially since there's no solid plans yet for fan attendance it means that teams may still incur further financial losses.
