Streelman's Putt

He marked his ball and went to put it down and it squirted away from him. Instead of going over to pick it up he raked it back to himself with his putter. I thought it was illegal to do that even if your marker was still on the ground because it was construed to be testing the green. You were never allowed to touch your ball with the putter, much less move it around on the green. Did this rule change?
