They'll have a better understanding soon, even if we don't know (i.e., trades in the works, notifying guys they won't be renewed, etc.).
Plus the cap doesn't take effect until Opening Night, specifically to give teams some time (July 1 - Opening Night, so approximately 3 months) to sort things out and maybe get a guy they targeted but not worry about the cap situation. That doesn't mean go out and sign 5 $9 million guys and worry about what to do later, but it does give teams some leeway to field a competitive team the following season.
I would not be at all surprised if they signed Sekera, defense took a big hit last season and to me was the biggest culprit to missing the playoffs although there were several key factors. This team is built on defense and goaltending and when one of the pillars goes out...well, we know what happens.
