It's a little misleading because of conference championship games.

Notre Dame should probably be #1 on the list as a result. Kentucky is gonna have to play either Alabama or LSU for example.

Although NC State is in the same division as Clemson, so if they were to beat Clemson they would probably have an easier CCG. Still, I have a feeling they drop out of this completely after this weekend.
