Millions of dollars make it so you can get away with all kinds of things that would prevent you from functioning fully in society. I imagine he would be much better at English without baseball, but I give 0 shits if he learns English or not.

He may understand English and know enough to get by but isn't comfortable speaking it. That's relatively common. I don't go nuts when guys don't learn English, I tried to learn other languages and suck at it. I do think it's smart for younger players to learn to speak it for marketing purposes. Torres and Andujar on the Yanks both do their interviews in English even though they struggle a bit.
