Here is my crack at it. I'm sure I have many mistakes in there but I tried.

Kyle Orton retired and Zach Mettenberger is far from the worst QB in the league. Tom Brady #2? Child, please! Drew Brees? Wow.

If we are just going by this past season then yeah Romo has to be in the top tier. Heck there is an argument that could be made that he was the best quarterback in the NFL this past season.

I would also move Shanchez and Lindley into the lower tier. Matt Ryan and Tannehil would be higher on my list than what you have them but still in the middle tier.

It amazes me how Phil Rivers can't seem to be consistently good throughout an entire season.

He was on an MVP pace early in the season.
