Do leap year babies age slower or faster than normal people?
I could never figure that out for sure, and have spent millions on research.
If one of the inholy was born around when I was... they would only be 11-12 or so according to the time lords, but look in their 40s, which is the result, obviously, of some sort of black magic involvement.
So is time slower in their universe? Or faster?
Its all perspective.

Speaking of babies, apparently there is a drastic baby boom as a result of Hurricane Sandy in the New York area with way more births expected at the end of July/beginning of August than usual. Blackouts are always good for that sort of thing.
