I have both read the formula, and the rationale, and also know that the NFL Decision makers don't pass the smell test.

IF the NFL only parcels out 32 Comp picks anyway, and the majority of the NFL engages in free agency to some degree, then one or two teams - pats and eagles - shouldn't be getting a higher percentage of draft picks 1/8 of the total picks this year - than the other teams.

That's not competitive balance.
