This is correct. It's a weird rule because it can be hard to say where they "gave themselves up."This discussion came up elsewhere and it turns out the call was correct. I guess the spot is where you start to give yourself up, rather than where/when your knee hits. So his knee was clearly over etc, but he was considered down before that point.
Did not know that, and I wonder how often they get it wrong because I never really seen it that way before.
