The way to counter that is to bulk up a bit with your front 6. Chiefs, for example, have Chenal and Bolton who are both great against the run...and bad against the pass. So then the other team needs to beat you with TEs. Kind of rock/paper/scissors in a way.

To keep it on the Chiefs, the Bucs v Chiefs Super Bowl is kind of where you see how effective 2 high is and maybe that can be alarming but you have to also factor in that the Chiefs had 5 backup offensive linemen and the Bucs D line was maybe the best in the league. So both teams knew the Chiefs couldn't run the ball. Once that becomes clear its one of those things that has more to do with the Bucs roster being better and healthier and not 2 high being broken.
