There is a rule in the student handbook, but it's not expressly forbidden. The girl was an adult, and she did not work for him. It's the same as banging a chick that may work in your office.

Its not necessarily ethical, but it's not illegal by any stretch.

Dude, "inappropriate behaviour" is NOT the same as BREAKING NCAA RULES.
