So where does Mauer rank in terms of all time greatest Twins?

In all honesty I Would probably put him somewhere in the 7-10 range

These guys are all ahead of him IMO.

I would put him somewhere in the next few along with Radke, Torii, Kitty, Viola, Bert & Allison

I'd have him in the same range, though I might organize the tiers a little differently.

Top tier: Carew, Puckett, Killebrew, Oliva, Santana (in no particular order)

Next tier: Hrbek, Mauer, Blyleven, Kaat (again, no particular order)

Without the concussions, Mauer could have been a top 15 all-time catcher. Few catchers could hit the way he did. He threw well and called a very good game. He could run a little bit, but did not have the power a guy his size should have.
As it was, he had an excellent career. We will see in a few years what the writers thought of him.
