Interesting jersey number question I heard

Since the Texans are moving from a 4-3 to 3-4 defense, Mario Williams and Connor Barwin are being moved from defensive end to outside linebacker.

Their numbers are 90 and 98 respectively, so would they need to change them to 50s like other LBs?

NFL Rule 5, Section 1, Article 4 says that their number should change. But the NFL doesn't have their official rule book posted online.

Why would that matter? I seem to remember Kevin Green, Greg Lloyd and Levon Kirkland all wearing jersey numbers in the 90's for the Steelers a little while back. Has there really been a restriction put in since then?
