If It came down to 11-1 Non Champ LSU and 11-1 Non Champ Ohio State for the final spot who would the committee give the finals spot to??

Sorry to inform them but only Nebraska, Oklahoma and Alabama have made the title game in this modern era (BCS, Playoff) without winning their conference.

then im assuming OP is saying Baylor loses 2 Oklahoma, Utah or Oregon both either lose another or still even with 1 loss arent in consideration even as conference champs?I would guess Penn St, Alabama, and Clemson...seems like the only scenario where these are the ones being considered.
I don’t know if a scenario where Ohio State only loses one game, to someone other than Penn State but doesn’t make the conference championship game.I'd lean LSU, but it would depend on the quality of the loss. If LSU loses to Alabama by a slim margin and Ohio State loses to Penn State by a slim margin then it becomes much more difficult. If say Ohio State loses big to Penn State or loses at all to Maryland, Rutgers or Michigan then it's an easier decision. (FTR: I have no expectation that OSU will lose to any of those teams and will be picking them throughout the rest of their schedule.)
