How Are Teams Ranked?? Who Ranks Them??

College women's basketball has me totally baffled.

UConn beat Notre Dame and then got beat by Baylor.

Baylor lost to Stanford.

Why isn't Stanford #1, Baylor #2, UConn #3, ND #4 ?? They all have one loss and they're all against each other.
