While things are looking up for some of the better teams in Texas (3 teams with only one loss, 4 teams with only two losses; the bottom end of the spectrum features 4 teams from the Lonestar State:
UTEP is 0-6, with a loss to an FCS school;
Rice is 1-5, with its only win coming against FCS Prairie View;
Texas St. is 1-4, its only win coming against FCS Texas Southern;
and UTSA is 3-3, with its 3 victories coming against UTEP, Rice, and Texas St.

A half-step above that quartet is SMU, which is 2-4, with a victory against Navy & FCS Houston Baptist.

UTSA is not a bottom 4 team in college football. And you are missing San Jose State and UCONN. Hell South Alabama is god awful and is worse than UTSA.

And, on the FCS level, Texas, New York & Pennsylvania each have 8 schools apiece, but New York will take the lead when D-1 non-FB LIU-Brooklyn & D-2 LIU-Post merge to become Long Island University, with the FB team moving up to FCS level between 2019 & 2023.

North Carolina currently has 7 FCS teams, with Louisiana, South Carolina, Tennessee, & Virginia fielding 6 each.
We have a shit pot full of D3 schools as well. University of Mary Hardin Baylor is the only one in the state carrying the college football flag worth a damn. Pretty good facilities for D3 too.

NY really isn’t a college football state. The only FBS teams I can think of off the top of my head. Would be Army, Syracuse and Buffalo. No one pays attention to FCS football here. FCS is minor league football as it should be.No legitimate reason for an FBS team to play FCS. It’s an exhibition game at best.You have more Hockey, Baseball and basketball schools in NY. As far as football the Giants and Jets get the most attention. And they actually play in NJ. Buffalo would be the only NFL team that plays in NY.

I'll say one thing for sure, it's unreal that Texas State has an enrollment of over 39,000 students and about 112 of them were at their game last night.
We had our lowest attendance last Saturday in the Sun Bowl since 1993.

Not many G5 programs will have very good attendance without having a decent team. A few of 'em, but not many.

Nobody in the entire Northeast seems to want to play football. In all of New England, 6 states with 15 million people living in them, there are two schools who barely qualify as FBS (UConn, UMass) and then the next best schools are the IVY league.

Is New York considered part of New England? If so, then there's Army, Syracuse & Buffalo.

The original post was about how many bad FBS teams there are in Texas, not how many bad teams there are across the nation. I didn't forget about San Jose St., UConn & USA. They were not pertinent to the post. It's a bit early to say whether or not UTSA is a bottom 4 team, but they are definitely in the bottom 10 or 12. Their only wins came against one winless team and a pair of teams whose only wins were against really bad FCS teams.

It's not...New England is only Maine, Vermont, New Hampshire, Massachusetts, Rhode Island, Connecticut.

Put those six together & you would have one regular-sized state with two pretty bad FBS teams and a bunch of FCS teams of varying degrees of capability.

Sounds about right... you might have a "big brother" FBS program and a mediocre-to-poor sister school, but a big part of the problem is that there just aren't many good high school football programs in the region. Those kids grow up playing hockey or basketball.
